so, now we have achieved the victory of having the government revisit their decision to increase national insurance contribution rate for self employed, after much publicity, it appears the decrease in tax free allowance for dividends has successfully passed without challenge! The allowance itself was introduced to soften the blow of the change to the taxation of dividends, and is now reduced from an initial £5000 to £2000, this costs the typical small company director £600 per year in lost tax allowances, probably worth the few days bad press received about NIC  to deflect attention away from this.
